I have walked 8000 steps so far. If I am not able to make it to 10,000 steps by 2359, does that mean tomorrow I can still plant flowers blooming for 3hours like I did today while trying to complete the 10,000 steps on day 2?

The three hour blooming duration is on both Sat and Sun regardless of your step count. You must reach 10k in one day to get your community day badge.
