I believe coins are related to planting flowers, not your steps..
Maybe you took a train or a car ride?
Since flowers can only be planted at speeds of 20 km/h or less, planting flowers from a train is practically impossible. In the case of a car, it might be possible if stuck in traffic. The most conceivable scenario is planting flowers from a bicycle, but what do you think?
I’m planting tons of flowers on the subway every day. Every time the train slows down for a stop the game seems to (somewhat) recover the flowers that couldn’t be planted due to the higher speed between stops..
Not sure about cars though.
That’s so funny! Well it does seem like a bug, but probably working as intended. It’s just super funny because walking is the point, but planting flowers while walking isn’t that lucrative, right? I don’t do that much walking, but even when I am walking a lot I’ve don’t think I’ve ever hit the 60 coin max in a day from walking. I plant while driving and am always rolling slowly, less than 15mph, like up to red lights, parking lots, and neighborhoods. Even on a good day I usually get about 40 coins max/day.

I usually plant flowers while walking. It takes about 50 petals to plant 1000 flowers.
However, when planting seasonal flowers for events, I use a bicycle. In this case, it takes about 35 petals to plant 2000 flowers.
