Do I need to collect those pikmins again before I’m able to get the ice four leaf clover pikmin or do the rare red clover pikmins count as regular pikmins in that regard?
First of all, this idea is incorrect. The appearance of four leaf clover Decor Pikmin is completely random, and it is possible to obtain a four leaf clover Decor Pikmin even if you do not have a regular clover Decor Pikmin.
Then the answer is you don’t need to collect regular clover Decor Pikmin again.
However, the appearance rate of four leaf clover Decor Pikmin is extremely low.
I have reached level 10 in the park’s rare decor level, and I have raised over 160 Decor Pikmin in the park category so far, but only 3 have turned into four leaf clovers.
But do you still collect exp from the set or do you need to find an ice 4 leaf before you can start gaining exp again??
Completing the set unlocks the rare decor set, does the release of 4 leaf ice pikmin lock the set again???
No, once unlocked rare decor level, never lock the set again therefore I continue my efforts to raise my rare decor level. I will reach level 11 within two days.

I got all four leaf clovers within a few months but the last one (rock four leaf clover) took me over a year to find
