When I pluck a Pikmin for a particular decor and I have an empty spot in the collection for that color … the Pikmin isn’t taking its place on the card. This has been stalling my collecting for a few months now.

Plucking isn’t enough, your pikmin needs four stars and has to retrieve the gift before the placeholder will fill.
What gift?
The game mechanics seem to have had a drastic change a few months ago.
I’m level 64, about to be 65, and … before, when the Pikmin was fully grown, and I plucked them to add to my collection, if there was an empty spot in that card, they would take their place as the last part of the plucking video. This game is really getting on my nerves, and there is no real documentation on the mechanics.
When you raise a non decor pikmin to friendship level 4, you will be able to send it to collect its decor item in the form of a little gift box, the pikmin must return to where ever it was discovered to receive the decor, then once the pikmin has returned to you, you will unlock the decor
@mjwise425, did you figure it out? Special decor Pikmin will have their decor when you pluck them and fill out the card. But non-special decor will only have decor if they grew from a huge seedling. Get them to 4 hearts by giving them experience. When they reach 4 hearts it will unlock an expedition for them to return to where you found them to get their decor. When they return with their decor they will put it on and fill in the space in the card.
