This happened in the past, every time an update was installed flowers are not planted or just a few are planted.
Every day I walk the same round twice with my dog. Normaliy I would plant 2500 flowers, today after 2 rounds which should have planted 5000 flowers, only 1200 were planted.
I have deleted my cache now, hope this helps
